The US Youth Soccer "Handbook for Small Sided Games" is the official rule book used by Ashland and Rockville, with a few changes noted as follows. The book has a few typos (free kicks for example are sometimes wrong).

- The above book will be supplied by the league or can be purchased from USYouthSoccer.org.

General League rules and clarifications (with referee notes) in effect by Ashland and Rockville:

- No exposed jewelry permitted. This includes ear rings (except stud earrings are allowed if taped).

- Casts may be allowed if fully padded and nothing (including metal) protrudes. Referee has final decision. If you allow a cast, let them know you will watch closely and will card if used inappropriately. Metal or Wire glass frames not allowed unless plastic coated or goggles used over glasses. Glasses must have a strap.

- Teams will take up one side of field while parents/spectators remain on opposite side. Referees enforce this early with coaches.

- No spectators/coaches over the goal line or behind the goal.

- No slide tackles allowed at U6, U8, U10, U12 or U14.

For U12 and older games, offside will be called. Referees or assistant referees must be in good position (near second to last defender) to make offside calls.

Rockville will use single referee for U6 & U8, a dual referee system for U10 and a 3 referee system (Center & 2 ARs) for U12 and older.

Ashland will use single referee for U6, U8, a dual system for U10; and a 3 referee system (Center & 2 ARs) for U12 and older.

At U6, U8, U10, and U12 all offenses shall be briefly explained to the offending player. This is important so that the young players can learn the game.

When a free kick is awarded, tell the players in immediate area whether it's direct or indirect. Then always signal with arm: for Indirect - hold arm straight up, holding it until ball is first touched by another player after the kick). For Direct - point arm in direction of kick. For a Penalty Kick, point arm to the penalty spot.

Referees to be at field 30 minutes prior to first game. Perform a safety check of the fields. Assure all goals are properly anchored. Notify coaches and league officials if goals are not anchored. Do not start match unless goals are anchored!

Before start of match, introduce yourself to both coaches and verify a few rules with them:

- Duration of match, breaks, duration of halftime, etc…

- Size of Ball (home team provide)

- Offside enforced Yes/No

- Remind players and coaches to signal for subs and have subs report to halfway line.

- Slide tackles not allowed

- Remind coaches your aim is for players to enjoy the match and make it as safe as reasonable.
